Plugs Fowling

Newbie here, like the website, lots of interesting reading. I just purchased a 1997 Sea Doo Challenger with a single engine. The problem is I can't keep the plugs from fouling (oil covered). I went to a hotter plug thinking the old plugs weren't burning off enough oil, but that didn't work. It smokes a lot also, which I know a 2 stroke is suppose to, but this seems over the top. The previous owner was using xps mineral oil, would switching to synthetic help? Should I drain the oil tank and mix the oil in the gas tank? I've had it out out twice and have trouble with it both times. Any help would be appreciated.
