PLEASE HELP 01 xp will not rev past 5500 rpm

i would appreciate any help here this is what iv done so far, carbs , professionally rebuilt, i still thought i may be the carbs so i swapped them out from a running great machine and same thing, replaced all fuel lines, cleaned selector, so no carb issue what so ever, machine runs excellent , when you mash it out of the hole it comes alive and revs to 7000 one second after it gets on plane it just dies down to 5500 rpm and 45 mph, ran with the rave caps off same thing, i know one rave valve is bad but this should not effect a 1300 rpm loss , any help would be very much appreciated im ready to take this thing to the shop!

Pinhole leak
You loose pressure to this valve that has closed at WOT, then opens, engine gets
water in pipe, restricts exhaust, speed & rpm drops. Bills86e

is the water regulator the thing on the muffler that looks like a rave valve , is there a way to test it

swap it out with a known good one, also, fix the bad rave valve

are all three regulaters connected by the same vaccum line would one bad rave valve make the water regulater not operate if they are all hooked into one line ?

update

update changed water regulater and bad rave valve still the same comes alive goes up to 7000 then hits a brick wall 5500 rpm but runs good, forgot to mention high idle but that could be because of the new carbs throttle linkage not adjusted correctly , anymore info would be sweet thanks again

Update to anyone with the same issue

ended up being the exhaust gasket on the head leaking water into the pipe and leaking into the engine problem fixed shaumit hills in grand rapids did not use oem gaskets and they charged me alot of money and created a problem that never existed
