P-0231 code. Crank, no start

I have a 04 seadoo gtx that cranks but no start. The only code is p-0231. I was able to have it start once but died right after. It has spark. I pulled the injector to see it spraying on crank. The one time I had it start was with starter fluid but couldn't start it again. Anyone have the same problem or have any info on how to fix?

that code shows...

Damaged pump, damaged circuit wires, damaged connector or damaged ECM output pins.

check for approx 1ohm between pins A and D of pump connector.
check for damaged circuit wires.
check for approx 1ohm between pins 1-26 and B-29.
check for damaged connector, damaged ECM output pins or ECM failure.
