Overheating at idle, but not while flushing

Hey Gurus,
Hope someone has some wisdom for me. 2013 GTI 130 exhaust overheats at idle in the water after a couple minutes. Does not overheat on trailer when flushing after many many minutes. We have swapped out the wear ring. What next?

Don't run on the hose for more than a couple min...there is no cooling to the carbon ring that way. Wear rings won't effect exhaust temps. Does the warning continue at speed?

Check to see if there is a water line from the pump to the water box. Sometimes crap will get caught in the screen at the pump. With motor off...out of water...blow through the hose to the pump. Reconnect and give it a spin. Also might check to see if there are pisser holes in end of jacketed pipe to wb. Sometimes they will get clogged by sand or other small sediment.

Just wanted to follow up in case this happens to anyone else. The missing information that I now understand in critical in this instance is this problem was happening with the steering cup taken off. It turns out that the venturi suction that moves the water though the cooling system requires that the steering cup is attached. We use this ski for flyboarding exclusively and when the hose is attached the venturi suction works also. So to anyone out there doing flyboarding don't run the ski without either the steering cup or the flyboarding hose attached. Thanks for the feedback!
 
The cup that moves in response to moment of the handle bars(channels the jet to steer the ski. This is removed if you use a ski to "flyboard". Youtube flyboarding if you haven't seen it.
