Otas throttle adjustment

Have a 98 speedster. Took the carbs off due to plugged filters. During the reinstall, I replaced all cables back to the original position before take off. While adjusting idle to 3000 rpm(out of water) I was looking into the otas system. When the wheel is cranked to the right(starboard engine) the engine rpm increases slowly, then suddenly jumps to redline. I have double checked all adjustment and am at a loss. Anyone have any ideas?

I think that is normal.
It's a steering assist when you are idle and you turn wheel hard R or L it automatically increase throttle to help in steering..
There is like a wheel in with cable that is used to adjust it..

Not sure if that is what you mean??
