Oil Regulator problem

My engine was flooded with oil and the reservior is empty. I removed the spark plugs and got as much of the oil out and now it starts. What could have caused the oil to leak into the engine? I am thinking the regulator must be bad.

Crankshaft seals, Dude. Put a qt in it, mark level on tank with majic marker, read
tommorrow. Post results. Down means complete re-build.
