oil injection issue 94 GTX

Hello all. I have a 94 GTX with the 650 engine and cannot get the injection pump to work, even when spinning it manually with a drill. Tore it apart and it appears the seals are all in good shape. I know it would be easier to just premix and block off the pump but I am this far and would like to fix it. Can anyone tell me how this pump works and give me any suggestions as to how to repair this oil pump?? There is a seal kit avail but not sure thats the problem. It seems pretty simple but it has me stumped. Thanks in advance and bring on the warm weather.
