Oil filled pulse area on carbs

Ok I’m rebuilding carbs doing a restoration project - 787, engine health unknown - pulled the lowest cover on the fuel pump (pulse area) and it was filled with 2 stroke oil.

Pulse is taken from an upper part of the crank right - does that mean the engine is full of oil? Is this likely to be inner crank seals?
 
I would say your crankcase has to be full of oil for the pulse line to be full of oil. There’s a procedure in the manual showing how to pressure test the rotary valve cavity.
