Odd RPM issue with 94 GTS

Calling on other sets of eyes, and minds. Is there something I'm overlooking?

94 GTS. Revs up but seems to hit rev limiter at a much lower rpm than it should. I.E. when MPEM is disconnected from coil input, engine revs quite happily.
After replacing the MEPM, the problem seems a bit better[very small rpm increase... could be within manufacturing tolerances], but it's still not right. For what it's worth, the kill switch circuit ohms out very close to zero, and still acts up regardless if either switch is bypassed. And (from what I've gathered from wiring diagrams) it doesn't appear that the temp switch affects rpm limit on this model, but I've tried bypassing that as well. What else could trigger a rev limit event besides actually hitting a rev limit? (photo tach died, waiting on another. Attempted pulling frequency off of the coil input at limit rpm [around 290 hz], but no matter how I math that one it doesnt seem anywhere close to correct for a single pickup system).

Scratching my head at this one....
