New Mikuni question!!!

Hey guys. My new mikuni carb has the plastic piece on the high speed screw and only lets it turn between 4 and 8 oclock. My 01 manual says low-1 high-0. Is zero just turning it right until 8:00 when the plastic stops it? And will the amount of turns from the info I was provided with in the manual be the same as on my new carb?

That plastic piece pulls off the high speed screw. Just a pair of needle nose, set your screw and put it back on
