New engine problems

I BOUGHT THIS 1996 SEADOO GSX LAST YEAR, AND DROPPED A RAVE IN A CYLINDER. I SENT IT TO A PLACE CALLED EAST COAST CYCLE(NEVER AGAIN) TOLD ME THEY HAD A 10 DAY TURN AROUND TIME ON THE REBUILD AND I GOT IT BACK 50 DAYS LATER. WELL THEY ALSO SAID THEY SET THE TIMING BUT THEY DIDNT. THAT IS WHERE IM STUCK AT NOW. WITH THE PLUGS IN IT WONT TURN OVER, TAKE THEM OUT AND IT CRANKS JUST FINE. I READ A POST BY SEADOO SNIPE ABOUT USING THE PENCIL TO FIND TDC ON THE MAG CYLINDER AND I HAD A DEGREE WHEEL AND SET THE VALVE BUT IT STILL WONT CRANK. ITS BETTER BUT STILL NOT RIGHT:rant:! TAKE THE PLUGS OUT AND CRANK CITY WHAT AM I NOT DOING RIGHT? IVE DONE NOTHING BUT WORK ON IT AND I JUST WANT TO RIDE IT AGAIN.

I did it wont turn over with the plugs in take them out and it will, so it has to be the timing right? If it was rotary clearence it would be hard to crank with the plugs out wouldn't it?
 
Now one thing i did notice when i put the starter on was it didnt seem to bolt up tight and flush on the motor. Like has a gap about half the thickness of a dime between the starter housing and the engine. It was flush when i took it off but it seemed to engage ok. It worked fine when i took the engine out so i didnt even consider it how can i test the starter?
 
something is keep'n it from bolt'n up tight. Theres an o-ring that goes around it, might have got outta groove, and now between the mating surfaces/could've pinched it.
 
AS SOON AS I GET OFF IM GOING STRAIGHT TO CHECK THAT I DO REMEBBER THAT NOW. I DONT REMEMBER THE O RING WHEN I PUT IT BACK TOGETHER! BUT NOW I REMEMBER IT WHEN I TOOK IT OFF1 IT HAS BEEN SINCE LAST SUMMER SINCE I TOOK THE MOTOR OUT AND KINDA FORGOT A BIT ABOUT IT WHEN I PUT IT BACK IN LOL:ack:
 
I had this happen before...

It was the ground cable. It wasn't hooked up. Put it on and tightened and wham... motor turned over fine. This would be a really easy fix and cheap!
 
Ok I'm going to start a new post in the correct section for pwc with the starter info I found. It won't fit in the hole now after the engine came back.
