New 717 Engine won't Fire.

Ok here is the scoop, I seized an engine by flooding it and not getting out the water, lesson one learned. (It was ok since when I ripped the engine apart I found bad scaring and warpage, at least it was the old engine and not the other new one)

So I get a new SBT engine in, change everything over, get it remounted in the boat and it won't fire. I bleed the oil lines to get out all the air, I suck a mouth full of gas to bleed the gas lines. I can see gas dumping into the carb when I move the throttle lever, install a new battery because the other one was weak. Install new spark plugs which has great spark when out and grounded, gapped at .24.

The engine has 160 psi of compression, it wont start. I did have the hose hooked to it fill the water jackets for cooling. Vapor comes out when I crank the engine with no plugs in it.... any ideas?
 
i just noticed this, the damn timing wheel has 2 sets of degrees that run opposite ways, which one are you supposed to use the outer or inner set?

socko....find your 2-0*.....below and above the "MAG" port hole, then go 147* counterclockwise, from the bottom 0* marking, and 65* clockwise from the top 0* marking.
 
Ok let me make sure sure we are on the same page, The 0/360 should be on the bottom the of the magneto cylinder port (this is the one the faces the front of the boat), then I should find 147 degree,s counter clockwise.
 
Also just to verify, the rotary valve should be facing approx the 1:30 position, covering the the rear cylinder port
 
nope....the tip should be around 10'30-ish, and the 65* around 4/4;30-ish, blocking the pto port.

from center of rv gear, draw a line across the top/bottom of mag port hole to the outer edge, with the line running on top/bottom of the hole. this is your 0* markings.
 
You where right, my buddy helping me had it flopped 180, if it wasnt 3 in the morning, I would try firing it up.
