need held seadoo cut off

i have a 2000 gti 720 that cut off when riding and will not start. rear eletrical box had water in it and 15amp fuse wire was broke off so i rewired everything and put new starter solinoid in. tested mpem and showed fine. no beeps when dess lanyard is attach. dont now what else to test please help
