MY SEADOO XP is surging

I have a 2000 XP 951 new plugs, clean Raves, clean fuel filter, 125 PSI compression.I was on the water it was doing fine then it started surging from 4000RPM to 6000RPM. After cleaning the raves and new plugs went back out and the same thing surging and would not rev all the way up. I am thinking that it could be the rave soleinoid, but I am not sure Thanks for all the help
