Low mph with SBT reman head, 07 GTI

I just put a reman head on my ski from SBT and it will only top out at 53 mph now. Is it possible that they put a 130 camshaft in the reman head? The cam is the difference between a 130 and 155 from 07?
 
The biggest difference between the 130 and 155 engines isn't the camshaft, it's the ECU. More likely you have other problems. What's your compression? What are you leak down results? What are your rpms at top speed? What is the condition of your impeller and wear ring?
 
I don't know the rpm, my cluster is dead. Before I replaced the head the leak down results were 5% 65% 10% and the ski still pulled hard mix range to top end and hit 57-58 mph. Before the exhaust valves on cylinder 2 went bad I saw 62 mph on gps but could always get at least 59mph. Entire jet pump was replaced about 10 hours ago. Literally hit 57 mph the ride before I replaced the cylinder head.

I read the service manual and it said that there could be there possibility that the ski well perform better if the timing is one tooth off and to move the cam gear one tooth clockwise, I tried that and top speed was only 51. Timing is back to where it should be but something is lacking.
