Just doesn't have the RPM's

I tore the carbs off my 98' GTX Limited w/ the 947 carbs. I put new larger jets in them. Cleaned them up real well. I replaced the fuel hoses last year. I have flame arrestors on them. I brought the ski to the water and set the idle. I set the low and high speed needles to what I've been told by the experts. MAG lo 1 1/4, high 0; PTO lo 1 1/4, high 1/4. I'm having a hard time starting it and when it does start it will run if I hold the throttle. Has to warm up. When I first took it out it ran great. I was at 6500 RPM's at about 50 to 55 MPH. Today I took it out and it was like 4600 RPM's and just barely over 40 MPH. Is this an accelerator pump problem or something else? I need help with this. Any ideas would be great. I'm down here w/ nothing to ride now until I get this right.
 
slow...w/ arrestors on, did you lower the pop-off...2.0n/s w/ black 80gm spring.

Also, clean the raves, check the water regulator..
 
What do you mean lower the pop off? I cleaned the raves before I brought it down here. They were missing parts and I had to rebuild them. Where is this water regulator at? I'll look in the manual and see if I can find them.
 
I found it. Looks like the RAVE valve for the exhaust. Why would that cause problems? I found out the speedo is wrong or messed up. Had brand new Yamaha out with me and they said I was doing 65 and my speedo said a little over 40. Both the digital and mechanical ones. I'll get to it soon enough. RPM's are good. So it must be something else.
 
That was yesterday. Today it maxed out at 52 or 57 MPH. I'll have to go look. The weirdest thing is when I let off the throttle the RPM's will stay at 2k. I have to blip it and it will come down. I think the idle is too high. I'm going to lower it. Besides the digital meter and the analog meter, how can I check the RPM's?
