I have a 2003 sea doo islandia and since I bought it, it always took a long time to get to top speed (which I thought was normal) but the last few times I took it out it doesn't want to pass 10mph Everything sounds fine but I just can’t figure out what the problem is

If you max the throttle does it rev very high but no power? Mine does the same and I think it’s the wear ring in the pump that should be replace.

do forget that boat is heavy for that engine.
 
Probably your impeller, wear ring problem there.... check it out... seals and space between wear ring and impeller, something caught underneath stays in the impeller, it will impede the water flow and decrease your speed... check your impeller and take a look at it.
 
My 04 challenger did the same thing this weekend. It was while pulling a tube in deep water that is gradually started going slower and rpm not topping out.
