Is this metal noise normal?

Once again I have a question. Is this metal noise normal? You can hear it more on the Right side.

Also should this black tube be attached to anything beside the plastic with the 4 screws. I took it out and it was not attached to anything at the bottom of the tube. :banghead:

The noise sounds like impeller noise which is normal. The tube is suppose to be open ended.
