Is there supposed to be a restrictor jet?

1999 GTX Limited with 951/947 engine and Mikuni 46 dual carbs. I read a few places that there is a small restrictor jet in one of these small hoses (maybe on different years/models). Is anyone 100% sure there is in fact supposed to be a jet? If so where as hoping I didn't blow it out cleaning the carb. I do not see it in the parts diagram. Thanks

Some years don't have it so check the diagram for your year and model.
