Intermittent starter issue

Hello,
I have noticed the last couple weeks that my starter isn't properly engaging. When I attempt start, the starter engages momentarily (0.25s) and then cuts out. Sometimes if I keep holding the start button it will reengage after a second or so and start successfully. But other times I have to release and try again. When it fails all together I do hear a clicking sound which leads me to the start relay. But dealer seems to think the starter is sticky and needs cleaning. I have tested with a known good battery and still fails. What do you guys think I should try next?
 
Update: I bought a new start relay and replaced it today. After replacing, the doo wouldn't start at all. Just clicking. I put a charger on the battery and it started perfectly after a quick charge. So I guess its the battery. I had originally ruled that out after boosting off my car had the same problem. Oh well, at least I didn't pull the starter.
 
Batteries can show a good voltage, appear healthy by in fact when loaded will fail. Drop testing (not literally) or using a conductance meter (safer) is a good way to check true battery condition, over and above a check with a voltmeter.
