When I did my fuel lines I ended up taking the return line off of the carb and blowing air into with my mouth. This will force gas from the tank to start moving through the hoses. You should hear the fuel tank make noise when you do this. One I got the gas to the carb you'll see it come out where your hose is supposed to be.
For the oil lines, I would suggest checking out the shop manual as it details it in there pretty well. Did you change the small lines as well as the larger lines? The basic setup is to open the bleeder valve on the oil pump until all the air is out of the lines going to the tank and so that you don't have any air bubbles in the oil filter. If you changed the smaller lines as well you need to add put a little oil down your spark plug holes and then hold the oil pump to its wide open position with your hand while running the ski. You will see the oil move through the lines. Make sure there are no bubbles in those lines. This is somewhat of an abridged version, you should be able to find some other info on here on it as well. If you took your carb off you'll also want to make sure that the oil injection cable is setup properly. There are 2 notches that need to align. Again, this is in the shop manual so it is probably the best place to look.
