how bad is this?

boat wasnt running right(not able to get past mid range rpm's and smoking, not idling right...) is this the culprit or is some slack in the rotary valve ok?

I don't think there should be that much play in the rotary vane, but don't know for sure. It's only spinning one direction, the the gears might have some play in there.
Your vane also looks a little scored up and that might be leaking air though. Maybe take the cover off and check it as well as the timing of the vane.

Also clean our your rave valves as that also might be causing issues with the higher end power

The raves are clean, I hooked up a small tube to test their function, and they work 100%. I will try taking the cover off and checking the clearance. I am going to try the recifier test next. Running out of ideas here of what could be wrong. Carbs are in the process of getting cleaned again as well.
