can anyone tell me if its normal for the HIN to appear etched (vs plated) and this far down on the back of the boat. this is a 2012 seadoo speedster?

Yes, that is the remnants of the original label that the factory uses with the bar code during assembly. It's not ectched but can be difficult to remove after that many years. It can be buffed out completely. Ten years ago it could have been easily peeled off. Your official HIN plate is above that in your second picture. There's also one somewhat hidden inside the hull.
