High Speed mixture setup

Hi all,
just finish rebuilding all 4 carbs on my 95 Speedster. I bought it late last season and the boat had been sitting for about 1 year prior to that. The boat ran pretty good at low speeds but at higher rpm left something to be desired. My question is about the intial setup of the high speed mixture screw. The manual says the it should be sealed but mine isn't. I would reset it to where it was when i started but the top end is where I was having the problem, not to mention that all 4 screws where set to different places and I was under the impression that they should all be synchronized.

High Speed should be 0, or closed and the lows at 1.5...

Did you use a rebuild kit?

You should start with the stock settings(verify that you have the stock jets in the carb) and then do plug chops at low and high speeds to see whats going on, but it was probably running rich if the highs were opened and that can make the high end run really crappy..
