HELP Wont rev past 4000

I just got 2 seadoo XP both 94. one is good.... now the other cant get to rev past 4k in or out of water. ive checked and cleaned the carbs, unhooked the red lead on the rectifier, checked the fuel filter. lines LOOK ok but thats my next option yes its running the correct plugs and has fresh gas.... other options?

Side note im new to this world so i may or may not know what specfic parts you might be mentioning

Also i have 150Psi on both cylinders.

It could be sucking air from either the fuel filter o ring or the fuel selector, to test run the reserve line form the tank directly to the carb
