Help Troubleshooting Fuel Baffle/ Gauge on 1995 GTX

hi guys, i need some help troubleshooting an issue on my 1995 GTX. I replaced the malfunctioning fuel baffle with a used unit, containing a new float from OSD, and it would appear (via an ohm test) that it is it is providing an accurate fuel level (~3 gallons); however, I am still getting a red light and no bars on my gauge. I have jumped the gauge circuits and the gauge reads full (bars).

At this point i think I have established the following:

1. the baffle & float are good
2. i have connectivity from the baffle to the gauge
3. the gauge display works (i.e. all bars show up when jumped)

could it be:
1. the fuel gauge dose not register under 3 gallons
2. the gauge may not be working right (unable to read tank level even though display works)
3. some other reason

I know it would be easy to add more gas and eliminate one of possibilities, but I'd rather not have to siphon the tank again (if i need to pull it to remove the baffle again)....i just got back eye sight after the last 2 times :-)

Any help would be greatly appreciated.
 
May be close to the reserve level in fuel tank ( empty ) in computer's mind. A 16 gallon tank or more?

I agree, it's working as well as it's going to work. Fuel gauges on marine vessels, PWC's in particular are very inaccurate.

I just checked the manual, and it says it has a 12 gal tank. Maybe anything less than a quarter tank doesn't register. I did read that the new float (with magnets on the inside) might register differently than the OEM float (with magnets on the outside). I will fill it up on the way to the lake next weekend and report back.
 
Update - I filled the tank last weekend and the gauge did register when the tank was approx. half full. Thanks to all who replied.
