Try this,,if on the trailor,,,motor off, air box off and out of the way,,,turn the pilot all the way in...it should go in smoothly,,,then turn it out to specs,
start the motor,,,then slowly turn the pilot in till the motor quits,,,if it does not quit,,,your pilot is too big.
Sometimes,,,If I am setting the low speeds,,,I will back the ski on the trailor into the water deep enough for the pump to cool the motor,(I have even done this with the ski and me in shallow water of course,, attached to an anchor,,,it moves around a bit,,,but no problem) ,,and will repeat the process,,,now it is under load,,,if you turn the pilot all the way in,,,and it still runs,,,your pilot jet is too big.,,,it should lean out and "die".
Conversely,,,mikuni carb pilots have little affect nearing 3 turns out,,,they work best from 5/8 min to 1 and 1/2 out,,,if you need to turn them out more,,,you need a larger pilot jet,,,the pilot is very sensitive,,,1/8 either way can make the motor responsive or not.
Make sure that seat in the needle and seat is not leaking,,,if it leaks,,,you will always have a rich bottom end.
