Help 99 SPX Electrical problems

Sitting on my dock trying to figure this electrical problem out, any help with this would be greatly appreciated.

The black electrical box in front of the battery is just clicking when i hit the start stop button. I insured the battery was fully charged and still have this clicking noise from that box. Sounds like a relay or something? I think i have a fully charged battery but no power at the solenoid as i tried to jump it by touching both posts and trying to start. Any ideas on whats going?

if the starter didnt kick over, when jumping the relay, then ur problem lies with the cable from relay to starter or the starter itself. First though, pull the plugs and turn the pto over to insure that nuth'ns jammed/broke.
