Hard time getting 1999 GTI to Idle while out of water

I cant get it to idle... it just wants to race... keeps going up in RPM (screaming) until I pull the choke. Only when out of water. In water it idles.

It currently has an exhaust leak and may be running rich (carb has been cleaned and it has been adjusted to factory settings). Again only happens out of water. I wanted to run some tests on rectifier and other items so wanted to be able to hook it up... this is whether or not I am on a hose... acts the same way regardless.
 
It is leaking in water as well, but with the load of the impeller it is not able to "run-away"..

While in the water, take some carb cleaner and spray around the carb, the base, vacuum lines ect ect,,, It will either slow down or increase in RPMs when you spray around the area with the issue.. Some use WD-40 as it has lubricating properties where carb cleaner sill not.
 
fixed a leak in the exhaust (rubber piece with 2 clamps between the 2 chambers). Turned the idle screw down... idles out of water now.
