Gti 717 wont rev up in water

Hi,I have a 2001 gti 717, it has a brand new engine from bombardier, a new computer module, a new turbine, new sparkplugs, new voltage rectifier along with many other new parts, the carb is clean and has high needle all the way in and low needle 1 turn out, fuel filter is clean and sending unit is clean as well. It has been to seadoo dealer 4 times without success. It starts fine out of the water and runs and rev how it should but in the water it won rev up past 1/2 throttle and gets more and more sluggish off the start the longer it runs, any help would be appreciated. I had a similar problem on a 2002 GTI LE. I did not have the rubber exhaust tube seated and tightened properly where it connects to the aluminum exhaust manifold. If yours has the same type of exhaust setup, be sure the rubber hose is pushed up to the raised stop on the casting and that the hose clamp seated all the way around and tight. In my case, the hose was not up to the stop and my hose clamp was at an angle. It was hard to discern from above, but I could feel underneath where there was only soft rubber beneath the hose clamp. It was my fault, I did not reconnect it properly after servicing the starter.
 
Check compression first. at 150 your good. At 120 or below you need a rebuild. Did you rebuild carbs with oem kits ? Did you try the fuel selector on reserve ? Does it have an in line fuel filter ?
