Gas in exhaust system

I have a 95 GTI which I recently took to the shop to have fuel lines replaced/carbs cleaned. After they replaced the fuel lines and cleaned carbs the tech said he found that the exhaust was flooded with gas. Any idea as to how this could happen, or what might cause this?

I have had it happen when the needle valve stuck on the carb, may also hydro lock the engine if it is really stuck open..
