Fast idle in water

So I just took my ski out to the water for the first time and it idles pretty fast. Makes it hard for docking. You have to be really good on the neutral lever. It ran pretty good otherwise. It also ran really high out of water and I was worried that it was going to run away so I didn’t run it much. I read thorough some other forums about adjusting either the idle screw or the throttle cable. Was wondering what I should try and adjust and where I will find that on my ‘99 GTI. Thanks in advance.
 
First make sure you have free play in the throttle lever.
Then adjust the idle screw.

The idle screw is not the horizontal brass screw, that’s the low speed mixture screw not the idle screw.
