Erratic Tach

My ’98 Speedster has had an erratic tach on one engine since I bought it last summer. Last year it did every thing from work perfect, to lock at 5K rpm as soon as I start the engine and not move off 5K no matter the actual RMP, to not work at all-stays at zero. I did swap gauges mid summer last year and got the same results, so the gauge itself is not the culprit.

As I try to prep the boat for summer I am back trying to figure the tack out. Per the manual I took a voltmeter to my connection wires and on the gray wire (LH engine signal wire) reads a constant 8 volts whether the engine is running or not when I tested it. From the manual it looks like it should be zero volts if the engine is off and 4-6 volts when it’s running.

Is this a sign my MPEM is bad or something else? Is there any other testing I could/should do? Thanks
