Engine running at half speed

I am very much a newbie and I have reading everything I can find on how to solve my problem. I have a 98' GTX Limited. It runs at low speed (25rpm). It sometimes speeds up to 40rpms when I hit a wave. I checked the spark plugs and the rear one is always wet. The 15A fuse in the back of he seadoo keeps blowing. Can anyone please point me in a direction that I can go in with these symptoms? Thanks everyone very much!
 
Is this the 98 GTX? You posted it in the 4-Tec section so I'm not sure.

What RPM is the motor turning? Have the fuel lines been changed out and the carbs serviced? What oil are you running? Have the RAVE valves been cleaned? What is the compression?
 
Yes, it is the 98 gtx limited. From memory, the motor is turning maybe 5500rpm? I just serviced the carbs but the fuel lines have not been changed. I am running Pennzoil API TC and the rave valves were just cleaned. I will need to check the compression tomorrow. Do you have any ideas about the rear 15A fuse? Thanks so much for you quick response!
 
I would start a new thread in 2 stroke section (or pm a moderator Dr. Honda) and ask him to move this thread to 2 stroke section. All I have to offer for help is an echo of El Toro's post.
