Engine revs to 7000 RPMs in gear(forward or reverse)

A friend of mine rebuilt the carbs on my 1998 Challenger. After putting everything back in, we hooked it up to the water hose. Cranked one engine and it worked as normal 3500ish RPMs. Moved to forward and it jumped to 7000 RPMs...same thing in reverse. The throttle was in the down position when this was happening.

Anything else I need to add, just let me know.

You need a real load on the engine to adjust the idle. 2-stroke engines can "Run Away" without a load.

Take it to the lake... and adjust the idle in the water, but on the trailer.

One last thing... make sure the carbs are closing.
 
Either he rebuilt them wrong, or the idle is way too high, it was running at 3500 rpm because of the neutral saftey switch had the rev limiter on. You need to find out why it's running so high before you take it to the lake..
 
I am willing to bet he put the throttle and oil pump cables on the wrong sides. Because the oil pump has a spring load on it, it will hold the throttle at wide open.
 
Found out what it was. When we mounted the carbs back in, we left the 2 parallel hoses that connect the 2 carbs together. For some reason it was enough tension that it wouldn't let the butterflys close, they were what felt like dragging. We disconnected the hoses and the butterflys were working properly. Thanks for pointing me in the right direction.
