Electrolysis in Magneto Housing?

Is this electrolysis from a short? Some water drained out when I opened up the magneto housing. I was having, what felt like, weak spark when we pulled it out last year. We were in a lake and have not taken it in salt water.

Think I can just clean connections and put it back together, maybe add some extra RTV?

Nope, just nasty from water sitting in it.
Typically from the cover seal or starter.

That yellow engine is an old dog 580.
 
Do these old ones have ignition timing marks on the stater and case? I just pulled the flywheel to give it a once over and can't see the marks
 
Found the manual, no alignment marks, but there are timing marks on the flywheel, I guess they expect you to use a timing light every time.

Based on this picture, I'm going to mount it in the center and hope for the best.

Thoughts?
