electrical problems 97 xp

heres the deal I was looking at my shop manual and found the three fuses in the mpem box. the 5 amp fuse for the mpem is blown. After more searching I found the 15 amp fuse by the starter relay that is also blown. My question is they blew for a reason is my MPEM bad or did the fuses protect it.
