ECU Replacement

If I purchase a used ECU to replace a fried one in my 2000 GSX RFI, as long as it's the same part #, can I just pull the old one out and plug the new one in? I had read it needed to be 'flashed' by a dealer, which they charge a lot of dough to do. However, someone I know said that's nonsense and that he's replaced a couple over the years and have always just plugged them in without issue. I realize perhaps the maintenance hours and code history would be wrong but who cares? So, is it plug and play?
 
sorry, I consider MPEM/ECU/Computer/Brain/Ebox one of the same. and technically they are not, my bad.

dealers usually charge $50ish to program your key, assuming your replacement MPEM doesn't come with one

Luckily my MPEM is good, so I can keep that with my key but I do need a replacement ECU - that's really my question - can I just pick up a replacement ECU and plug my MPEM into and it will work? Assuming my replacement is the same part #. Sorry for any confusion!
