Im rebuilding the carbs on my 2000 gtx 951 and will be replacing the needle and seats on both. The dealer lists them at $30 each and ebay has both mikuni for $30. Is that what the dealer is selling me at twice the price? I just ordered a genuine mikuni rebuild kit for $94 of ebay as well.

Dealers often charge high prices, you might find OEM Mikuni on ebay.
I once bought a set that didn't clearly specify manufacturer, description just said "For Mikuni" but the bag I received had a Mikuni label covered over by an WSM label I believe it was.

It won't matter if aftermarket or not, IMO aftermarket are fine. In any case they should be be replaced at this age, make sure they're the correct orifice diameter.
If your engine was hesitating you have some serious cleaning to do most likely, is that the reason for rebuilding them?

Just bought this. First ski ever. I've done. Lot of research. It hesitated and stalled a few times during the test drive. I have carbs out and ordered the genuine mikuni kit which is what I read is the way to go. I'm ordering new needles and seats and will probably get dealer. Also ordering new oil tank and lower rubber grommet. Replacing all fuel lines and cleaning out petcock. Fixed the F1 fuse in gas tank sending unit last night. I want no issues with this machine so I'll go through everything. One thing I read was to be careful removing the oil cable off the carbs when taking them out as not to get it out of adjustment. I never saw an oil cable on the carbs. Just the choke assembly and throttle both of which I removed the plates they were attached to so they'll still be in adjustment as well.
So why did I see no oil cable attached? And why does the throttle drum have 2 different holes for the throttle cable to attach to?

Yes, throttle drum or bellcrank does have dual holes for the cable end barrel. Those are there to make the carburetors adaptable to various revisions of brackets and cable routing applications. Perhaps Yamahaha/Kawasaki/Honda/Suzuki also used the SBN46i in some former application?
The throttle cable is much like on a twin carburetor motorcycle where there's a splittter-box built into the cable. One of the two from the splitter box operates the carburetor butterflies and the 2nd operates the oil injection pump. The pump adjustment is verified/checked once again as the final step of cable adjustment. That is, following each time the carburetor idle speed or throttle cable is adjusted the oil pump adjustment must be confirmed.

Because I am cheap and lazy. My local dealer is 2 hours away one way. My local motorcycle dealer that could possibly order them can't tell the difference between a customer and the other employee they have been talking to for the last 15 minutes while you stand and wait.

The oil pump is on the front of the engine, known as the magneto cover.
Have you downloaded the factory service manual yet? You will be glad you did, don't leave home without it.
To find the oil injection pump, you can follow the oil line from the oil tank straight to the oil injection pump

Maybe you were looking at a different engine, it does get confusing so don't feel bad it's easy to assume they're talking about 951 when it's another engine so beware of that.
Just follow that manual to a Tee, especially the specifications. Any questions we can fill in the blanks if it's not clear.
The Mikuni manual might be of some help as well but it's a general manual and not all of it is gospel truth for the SBN46i bolted on the 951 but close. Descriptions and explanations are translated to Jinglish by an office flower I think, thus meaning is slightly kilter.
