Clogged injector help

Hey guys I pulled my injectors to clean and when hooked up to a 9v battery to open 1 is completely clogged. I am able to spray the cleaner through the other 2 but this one after a few seconds even of spraying nothing but a drip. Do I just keep trying the cleaner or is there any other method? Do I need to replace it?

I did to no avail. I am leaning toward replacing all three just to be safe but this clogged injector seems to be what the issue is
