Cavitation on take off help

I need some help please, I have a 2003 gtx limited sc. 130hrs and mint shape recently acquired. It cavitated badly on take off and at WOT and would go over 8k rpm in both ranges. Upon inspection I noticed dings in the prop and deep gouges in th wear ring. I thought, problem easy ! Replaced wear ring, rebuilt the pump while I was in there, and added a stock pitch Solas impeller.
Results, still acting like cavitation on launch(acts like a clutch is slipping) and a rolling smooth start is fine up to WOT. I am in the appropriate rpm range now at WOT. From a dead stop is the problem. So what’s next?
 
I also forgot to mention that the pump housing is plastic and it has a stainless support bracket to the hull(which my 05 gtx sc does not have)
