Carbs flooding on shut down

A friend has been having problems with the carbs flooding on his 1995 SPX (687). Runs like crap on start up... won't take fuel right away but clears up and runs fine. On shut down, the carbs seem to flood. Could aftermarket needles cause this. I know they are lighter than OEM. Pop off pressure is good. I just fixed the carbs up for him, had aftermarket diaphrams and such. The ski finally took off and ran great. We need to do some tuning but he is very happy at the moment. Trying to get this thing spot on.
 
Yes, old or junk needles and seats will cause flooding. If you do a leak down test they should show up.
