Carb question - Pulse line

What exactly could happen if this line were connected but the clamp was not tightened? Having said that it was tight enough that I took it to the lake twice and it didn't come off.
 
The reason I ask is that once the port side engine warms up, there is a finiky 3000RPM spot. I have to creep it up right to 2900RPMs then gun it to get passed 3000 and then it is fine. I can go any where above 3000 accel and decel as I please and it idles great too. There is just this crazy 3000RPM spot that is giving my trouble.

Having said that I just wondered if that loose pulse line could be the culprit. Thanks for your time.
 
I think it has something to do with carb settings. Do You have a Service Manual? High speed screw and low speed screw.
Read up on how to set these adjustments and I think You will figure it out.
