Can't fix my VTS

I bought a used 96 Seadoo xp and the only problem with it is the vts, no surprise. Whenever I hit the up or down button all I hear is clicking in the housing. I've tried everything and my vts still isn't working. I've taken out the motor and connected it directly to the battery and it works fine. The 7.5 amp fuse is also fine. I thought maybe it was the switch so I bought a used one and that wasn't the problem. Then I decided to buy a used housing and still just hear clicking. I'm not sure what else there is to be done. PLEASE HELP
 
It’s typically the electronics in the housing that go bad.

I get all of my VTS units from Westside Powersports Seadoo @Minnetonka4me. He tests and guarantees all his used parts.
 
If you get a click up and down then it's usually the fuse. Since you checked that are you sure the 2-wire (red and black) is hooked up? If it is check for power and follow it back to the hot side of the solenoid.
