i recently installed new cylinder/piston/rings on a 1993 xp 657, no big deal everything went smooth but...........i cannot free spin the engine by the pto? it almost feels like there is too much compression? i removed said cylinder and the engine free spins great, i removed the piston and ck'd clearances in cylinder, off the engine and it feels fine.... whats wrong with this thing?

something wrong, bud. Take pistons and cylinders to machine shop, and have them "mic" it out/hone to .006 over, measured at the pistons' skirts.
 
i guess the confusing part is why does the piston feel ok( in the cylinder) when i ck it off the engine? it moves freely up to top and downt o bottom?
 
one more thing the repl.c parts were ,standard bore piston says 77.94 and cylinder, brand new oem bomba. standard 657
 
Are you sure that you have the right pistons?? as they might be bottoming out or topping out!!!! just because they fit the sleeve dose not make them right. check the stroke!!
 
it turns over all the way when it is in place it just feels like i am fighting compression, ck'd to makes ure it was not bottoming out also, someone told me possibly the ring end gap being to tight could cause this? or am i overreacting to new parts causing to good of compression?
