Bypassing fuel switch and fuel filter system and placing in an in-line filter

if i take the hose from the carb to the filter and disconect and place it on the "res" port from the gas tank how would i be sure my fuel switch is off if its broken or should i clamp all the other hoses to the switch? do i put the in-line fuel filter on the line from the carb to the "res" port on the gas tank?

i think you would want to put the filter in the line from the tank going to the card wouldn't you? why not leave the water seperator up front and install and inline filter by the carbs?

cause my fuel switch is broken and im not sure if its on or off?
