Boat not hitting max rpms and speed...little help...

It seems like it just started last weekend. My boat would regularly hit 50mph on the dream-o-meter with ease and around 7000rpms. It now seems to plateau at 40 and 6250rpms. With the Gps I'm only getting about 35 mph. The raves have been cleaned with cap screwed in, water reg cap is flush, new plugs, wear ring is good. Boat gets up on plane with no problems. It just wont reach peak rpms anymore. I'm very familiar with this boat but not sure where else to look.

Any ideas?
 
It's not letting me edit for some reason but I meant to add that compression is 155ish in each cylinder..
 
If the RAVE's are clean... and the compression is good, then it's got to be a fuel or timing. But, if you are dropping that many RPM's from fuel... you could be causing damage.

Even though the RAVE's are clean, I would still check them for proper function.

What's the best way to check for proper function? As far as the tension and the spring action in them, it all seems fine.

I went through the carbs this spring but wondering if something is going on there as well.
