How clean are the accelerator pump ports in the carb where the fuel squirts into the carb? The holes can get clogged with goo. Get a piece of tubing and put it on each carb port barb and fill it with carb cleaner and use your air compressor and blow the crap out of it. You might end up using a lot but keep going until you get a good clean spray.
If it cavitates WOT, then you have a chewed prop, poor pump seal at the hull, worn wear ring, or the pto bearing seal is worn/leaking, And since you have low end bogging issues, less power, you consequently are not cavitating also out of the hole,
