Accelerator pump question -- 98 Challenger 1800

I had my carbs redone with the full kits and the boat was running fine but now I find the idle is rough and I find that it is hard to start. It was done by a shop by guys who had manual in hand.

Once I try to start with one pull of choke, it won't start so I give it gas and so forth and next thing you know it is flooded and I swap plugs with another set and it starts.

One thing from reading the service manual and from visually looking at the carb I notice that it says in the manual to push throttles fully foward and you should see a space between the lever tab and pump plunger of the accelerator pump. When I look at mine, the opposite is true?...I see the plunger being pushed fully in when throttle is pushed all the way forward???

So what gives?

no, thats right, of how the excel pump works. If anything, they repalced the n/s spring, which caused to have low pop-off psi, resulting in the flooded case.

so to clarify my understanding of you answer:

1) There should be a gap with throttle pushed full forward?
2) of course this is done with engine off and on land, right?

If pushing the throttle forward does not engage the plunger ..how does it work?...or is it the fact that it is not engaged at full throttle how it actually works???...I guess I don't understand how it works. I know when I push the plunger I hear gas being sprayed in so why would you not enage it while full throttle?
