99 XPL where to start

Bought a new to me 99 XPL that has sat for more than 10 years thinking it may can be raised from the dead. Prior owner says the last thing she did was take it in to a shop and was told bad starter and they could not repair. Gave the ski back to her and left parts off they had taken off including exhaust manifold which has left the carbs basically being open under engine cover. This ski is a mess, but I kind of don’t mind a challenge as long as I can figure out if can be brought back without breaking the bank. The ski did not have a lanyard so I figured I would start there. Bought a battery took to a mom/pop shop and was going to get programmed. Guy says I cannot get it to wake up and send me on my way. He wasn’t really interested. The black cover on the MPEM has also been off and the inside shows signs of some corrosion. I am not sure where to go from here?
 
Corrosion on the plugs, fuses, and since they were messing with the starter they likely disconnected the main battery ground.

To resurrect this thing check those things first.
These engines love to throw rods through the crank case. So best bet is tear it completely apart and replace the crank/ do the top end.

Is this a saltwater machine? I'm wondering if that us why they didnt pull the starter. They break off inside the casing.

I did ask, and they said it was run in both salt and fresh. That was my plan, a complete tear down. I will check the above and begin from there. Appreciate all the good info!
